He's douchebag and makes decisions and treats people like a normal human being wouldn't. Therefore he should be treated as he would treat others. Like shit.

I guess the previous video showed him taking a ticket and tearing it up, then walking back inside?

Actually Idk.  The guy taking the video said that it was parked at a hotel, and approved by the hotel to be parked there it was the valet who had the keys and he was coming out of the hotel to get his car he didn't know why they gave him a ticket and the hotel paid for everything. The girl is some celebrity.

She's a quasi celebrity. A reality TV star on the Hills. A normal person would be F'ed but with his parents being rich enough to buy him a 458 Italian and being aTV star, yeah that LEO is screwed. Aparently all the eye witness said the tire never ran over his foot and he didn't start acting like it hurt until he noticed all the cameras. I would guess the damage to the car in the 40-60k range if not a LOT more.

If I was the guys that owned the Ferrari I wouldn't have moved the car until the officer was done. I think any normal human being would think the same way. This should highlight how much of a dick that guy is.

However, I can't imagine or accept that - that was the professional way to handle that situation. Which makes that officer a dick head as well.

Eh, I can see the cop's side on this.   The guy was way out of line, period.   The cop may have been a bit strong in his response, but given the situation, I don't think he was hugely excessive.

both of them are at fault. first he shouldnt have moved the car with the officer there and second the officer moved himself into that position to block the guy from moving. if he really did run ove rthe cops foot then that ecplains the dent on the roof. IDK I woulda took the ticket then told the cop to f off myself but hey thats me.

Appearently the cops foot was never ran over, and the cop made the whole thing up about being ran over.  The guy in the beginning said this is valet man to the cop. The cop just kept writing the ticket. Idk the weight of a ferrari but if my foot was ran over by a car i would imagine it would be hard to pull it out while the tire is on top of it. I think cops have steel toe boots? not sure if he felt it, lots of people saying he made it up.
